オールブラックスのロック、ブラッド・ソーン選手が、今年のワールドカップ終了後、日本でプレーする事が明らかになった。ソーン（３６）選手は、オールブラックスのエンジンルームの要として、５０回に渡りテストマッチで活躍。福岡サニックス・ブルーズと２年契約を交わし、２０１１年度シーズンの終了をもって移籍すると、ニュージーランド・ラグビー協会（NZRU）が今日発表した。オールブラックスのコーチ、グラハム・ヘンリー氏によると、ソーン選手は、めったにいない特別な男で、特別なオールブラック。　「彼はオールブラックスとニュージーランド・ラグビーの強さの象徴であり、プロの鏡だ。１７年間最上級のレベルでプレーし、プロフェッショナルという言葉の意味に磨きをかけた。グランドでは、強靭な肉体と精神で、チームに１００パーセント貢献し、グランドを離れると、後輩の成長を影で応援した。彼はすばらしい手本だ。」　　
　　

ソーン選手は、その妥協しないスタイルで、ファンの一番人気となった。始めはオーストラリアの（１３人制）ラグビーリーグのブリズベン・ブロンコスで名を挙げ、７年間活躍。２００１年に１５人制ラグビーに転出、NZにやって来た。その年、初めてオールブラックスに選ばれたが、自分の将来を考えたいと言って辞退した。１年間ラグビーを離れて復帰。２００３年に再びオールブラックスに選ばれ、国を代表して１２戦プレーした。２００５年から２００７年まで、ラグビーリーグに戻った後、２００８年にまたオールブラックスに選ばれて以来、２列目の重鎮として今に至る。

最高のパフォーマンスの一つは、２００９年にカーディフにおいて１９－１２で勝利を収めた地元ウエールス戦。また、昨年のトライネイション幕開けの、南アフリカ戦（３２－１２勝利）では厳しい闘いぶりを見せた。ヘンリー氏曰く、「オールブラックスを代表して、今までの彼の活躍を賛辞すると共に、クルセイダーズとオールブラックスで引き続き活躍してくれると期待している。驚いたことに、彼は３６才でまだ進歩している。彼のことだから、進歩し続けるだろう。来年の日本での活躍を心から願っている。」NZラグビー協会最高責任者のテュウ氏も、これほどニュージーランドのラグビーに貢献した選手には、どれほど賛辞を贈っても足りない、と敬意を表した。

13hours of continuous hosing, Tokyo Fire Department discharge 2400tons of water.     Mar 20, 2011 05.46

The full-scale hosing by the emergency fire support team from Tokyo Fire Dept. in the cooling down operation of No. 3 unit at Tokyo Electric Power Co. (TEPCO) Fukushima No. 1 Nuclear Power Plant finished on 20^th at 3.40am. It started on 19^th after 2pm and went on continuously for approximately 13.5 hours. Mathematically, total of over 2400tons of sea water was discharged.

The seawater was pumped by “Super pumper” placed on waterfront side of the plant and sent by hoses to the refracting water tower vehicle capable of discharging from the maximum height of 22 metres. Approximately 3t of water was discharged per minute continuously which equates to about 2430t in 13.5 hours. The volume of the storage pool for used fuel materials in No. 3 unit is about 1000t, therefore, even if the pool was empty, the operation would have sufficed and exceeded the pool capacity.

The refracting water tower vehicle can be operated unmanned and most of the 13.5hours of operation is thought to have been carried out unmanned during which time, refueling needed to be made to the vehicle. 14 more vehicles and additional 102 personnel were sent to the site from Tokyo Fire Dept on 19^th to replace the first 139 personnel.

The building of the first temporary houses at East Japan earthquake disaster stricken places started on the morning of 19^th at Rikuzen-Takada city and Kamaishi City of Iwate Prefecture. At Rikuzen-Takada City, 36 houses will be built on middle (junior high) school grounds by the end of March, with the prospect of building 200 houses in the end. Kamaishi City plans to build about 100. Ofunato City in the same prefecture and Soma City in Fukushima Pref are also set to start building soon.

According to Land and Transport Ministry, 8800, 10,000, 14,000 temporary houses are needed in Iwate, Miyagi and Fukushima prefectures respectively. The building will commence as soon as land and materials are secured. At the foundation laying ceremony at Takada No.1 Middle School in Rikuzen-Takada City, Mayor Toba said, “We must move forward. This foundation laying is encouraging for residents.” The housing consists of two rooms totaling approximately 30square metres with a kitchen, a bathroom, a toilet and heating. The person in charge at the prefecture said, “We want the original community to stay together if at all possible. A community centre for every 50 houses is also planned.

Four police officers who were part of the first shift of the 65 members in the International Disaster Relief Team, held a press conference. They had been in action in New Zealand after the massive earthquake and returned home in the morning of the 3^rd. Superintendent Katada, from National Police Agency and who was also the deputy leader of the team, said with deep regret, “We made our utmost effort to save even one life but we didn’t find any survivors. It was bitterly disappointing.”

He revealed that, during the operation, a letter was delivered to the team from one of the family members of the missing Japanese. It said, “Every time I saw and heard about the help that the New Zealand people and the rescuers from around the world were giving, I understood why my daughter wanted to study in this country.”  “It touched me and I became determined to do more in a positive way”, he said. 

He went on to stress, “I am confident that the second shift will succeed our wishes and do their best.” The other three officers maintained their somber expressions and talked of their expectations on the second shift.

最新１０時５２分：困窮した地域に、移動シャワーが月曜日に配備される。
１８人用シャワーユニットで、今も断水している地域に出向くが、どの地域かは追って発表される。

１０時５０分：昨日、クライストチャーチ広域に、簡易トイレが１０００個以上配置された。
今日、さらに６２個配置され、９６０個はオーダー済みと、民間救援課のジョンハミルトン氏が今朝述べた。
ハミルトン氏によると、処理用化学薬品付きトイレが１７５０個、市東部に昨日届けられ、来週さらに３５００個配布する予定で、２万個はオーダー済み。

１０時４９分：警察は、地震で亡くなった方の名前を、７名追加発表する予定。
午前中には、名前を発表できると、今朝警察が述べた。

１０時４５分：オライオン電力会社によると、被災後８９パーセントの顧客に電力が復旧した。
市民救援課のハミルトン氏によると、２万２千戸がまだつながっておらず、目標は明日までに９１パーセント復旧させる事だそうだ。「良い仕事をしてくれている。」

１０時２７分：毎朝７時、ジェフホースバーグさんのバグパイプが鳴り響く。救援の人たちの士気を高めようという意図。

１０時６分：夜の間に、もう２体、がれきの中から遺体が回収された。両体共、倒壊したPGCビルで見つかった。

９時５７分：リトルトンをパトロール中のオーストラリア警察官が、偶然、知り合いに１７年ぶりに出くわす。

９時４４分：オーストラリアのクリケット選手シェ－ンウオ－ンが、３月１３日に、ウエリントンのベースン競技場で行われる、地震救済クリケット大会に参加する。

９時３７分：政府によると、地震後の給付金や援助金として、今までに約３８００万ドルが支払われた。

８時３２分：クライストチャーチの２２パーセントが、未だ断水している。
７８パーセントの住民に上水道が復旧し、目標は、来週にも残りの住民に水が行き渡るようにする事だと、今朝役員が語った。
現在修理には、１２０チーム、合計４００人の作業員が従事しており、週７日間作業に携わっている。

８時２１分：住居の修理中、住む所がない住民は、テント村に滞在できる。
民間救援課によると、オーストラリアから取り寄せるテント村には、一つ当たり４００人まで住めて、浴室ブロックも付く。
なるべく住居の近くにテント村が設置できるよう配慮すると、役員は言っている。

８時１９分：クライストチャーチの道並みを、すっかり掃き終わるまでには、まだおよそ６万トンの沈泥が残っている。
昨日だけで、５万トンの沈泥が取り除かれた。
２月２２日の地震以降、約２１万８千トンの沈泥が除去され、そのほとんどがバーウッド埋立地にトラックで運ばれた。
この作業には、４２０人以上の作業員が従事していて、シティケアとフルトンホーガン社が指揮をとっている。

８時１７分：未だ、なんらかの形で電気がつながっていない家屋が、約２万２千戸残っている。
電気がつながっていない家のほとんど（約１万５千戸）が、ニューブライトン、ダリントン地区だが、日曜日までには、その半分に電気がつながると思われる。

８時１６分：先月クライストチャーチを襲った大地震を受けて、住人への最新情報をテキストメッセージで送ると、市役所が述べた。
市役所によると、ニュージーランドにおける非常事態の最中に、携帯電話に頼り切った住人に向けて、通信会社の援助で重要情報を伝えるのは初めての事だそうだ。
通常のメッセージは、福祉厚生センターなどの地域サービス情報を含む。
多少の不都合があるかもしれないが、テレコム、ボーダフォン、２デグリーズ各社が、全力を挙げて、できるだけたくさんの住人に届くよう努力している。
市役所は、テキストメッセージを受け取った人が支援を受けたい場合は、折り返しの電話番号を使うのではなく、供給された支援先の番号に連絡するよう促している。これは、折り返しだと、市役所の民間救援課につながるのではなく、通信会社につながってしまうからだ。
携帯電話の充電機器が、もうすぐ３ヶ所の主な福祉センターで用意され、使用可能になる。

７時５１分：警察によると、クライストチャーチ中心部での留守宅荒らしは、治まっているようだ。

７時４８分：運輸大臣スティーブンジョイス氏が、地震による道路への被害額はおよそ３億ドルに上ると述べた。

６時５７分：今日から、救助体制から回収体制に移行するのに伴って、いくつかの国際捜索救助隊が、クライストチャーチから退去し始める。

午前３時２４分、マグニチュード３．４の余震がある。

６時３３分：地震により死亡が確認された人の数が１６３人に増える。亡くなった人の内、１００人は外国籍と思われる。

６時２０分：捜索チームが、大聖堂で瓦礫の除去を始め、崩れた尖塔に入る準備中。埋もれている遺体は２０体にも上ると思われる。
